Being chased by helicopters, Takeo, Shin and Umaru drive into Scavengers territory. Umaru gets into trouble with the Scavengers, but gets saved by Takeo and Shin. They blow up the friends of Greel with it. It will be sure that they will meet again.

1 hour later - Takeo arrives for the conference of the Shen-Yang, Neon Dragons and Mohawks. The Shen-Yang come with a proposal to settle on an alliance between the gangs so they all can get their share. They all agree.

Meanwhile - A Mohawk walks into a bar and causes some commotion. When he tries to get his way with a girl, Neon kicks his *ss to "win the girl" for himself. As the Mohawk runs off, Takeo enters. The girl thanks Neon and walks out aswell, Takeo walks up to Neon, and reminds his little brother of his responsibilities of coming to meetings.

The Mohawks are not happy with the agreements and are planning to show who really has the power of the city.
